Standing Operating Procedure

1. GENERAL:
The Lee Area Garden Plots, located off Lee Road between Beauregard Road and Bowman Loop, USMA, West Point, consists of forty-one (41) individually marked and numbered plots in an area perimetered by 6 feet chain link fencing with access gates. Included inside the enclosure are a wooden storage shed, a compost bin and several water spigots.

2. RESPONSIBILITY:
a. Directorate of Housing and Public Works (DPW) is responsible for maintenance of the fencing/gates and activation/deactivation of the water and spigots. 
b. Outdoor Recreation (ODR) is responsible for plot assignments, to include posting of the names of all occupants on the storage shed, maintenance of plot signage, storage shed/equipment, policies and procedures, and weed control along the fence line. 
c. Occupants are responsible for “farming” their plot, to include soil prep/supplements, planting, weed/pest control, harvesting and maintenance of individual plots.

3. ELIGIBILITY:
Any and all current USMA residents are eligible to obtain a plot. Limit one (1) plot per household. Authorized personnel may NOT sponsor usage to another person(s). 

4. RESERVATIONS:
a. All reservations are conducted thru the Round Pond Camping and Recreation Office, 938-2503.
b. Reservations are accepted annually, beginning 1 Apr, from tenured plot occupants (occupants of a plot from the previous year) for the same plot. Tenured occupants of multiple lots will give up the right to all additional plots if needed to satisfy occupant demand. 
c. Reservations are accepted for all previous plot owners who wish a different plot and all new personnel beginning 15 Apr on a first come first serve basis.
d. Limit one (1) plot per household. Unassigned plots may be requested beginning 1 May for households wishing a second plot.
e. Personnel reserving a plot are required to provide their name, address, phone number and e-mail address. 
f. Confirmation will be acknowledged by e-mail, to include this SOP and a map of the garden plots.
g. Water service will be activated by DPW approx 15 Apr and deactivated approx 15 Oct, or as temperatures dictate.
h. Occupancy may begin 1 May

5. POLICIES:
a. Occupants are to garden within their plot boundaries.
b. Plot number signs/post are NOT to be removed or relocated!
c. Use of motorized equipment is permitted between 0800-2000 weekdays and 0900-2100 on weekends and holidays.
d. All organic garden waste is to be disposed in the compost bin provided. All other waste is to be taken home by the user and not left curbside or by an adjacent residence
e. All watering restrictions imposed for USMA apply for the garden plots. Sprinklers are not to be left on UNATTENDED!!
f. Pets are NOT permitted inside the gated area.
g. All plots are to be cleared of plant cages, tools, markers, hoses and all other non-organic items by 30 Oct.
h. ODR is not responsible for theft of personal equipment/tools or loss/damage of vegetation or produce.
i. Garden plot users are to obey all traffic riles and speed limits when traveling thru the garden plot area, including Lee Road..WATCH OUT FOR SMALL CHILDREN!!

MWR facilities are for eligible personnel only.
Active duty and retired military personnel, Air National Guard and Reserve personnel, family members of the above, DoD and retired civilian employees, and cadets are eligible to use MWR facilities. Proper identification may be requested by staff.
